Plainclothes police will hit clubs and bars in Victoria .. as police continue the fight
against alcohol-related crime.

The Liquor Licensing Taskforce will see police target high risk licensed venues ..

to ensure correct management and operations.

Although the taskforce hit the streets earlier this month .. it'll be close to full
strength over the Anzac long weekend.

Licensed sporting venues and bottle shops will also be targeted in the six month long operation.

Deputy Commissioner KIERAN WALSHE says the taskforce has so far been disappointed with
the poor professional standards of some venues.

CANBERRA, Aug 29 AAP - Labor and unionists are warding off criticism of the government's
industrial relations reforms by saying opponents want a return to the coalition's harsher
Work Choices regime.

The former head of the Australian Building and Construction Commission John Lloyd on
Monday said concerns about the state of the industrial relations system were widespread.

"Employers across the whole spectrum are expressing concern about this, and obviously
employees are becoming worried about their future job security," Mr Lloyd told Sky News
on Monday.

Jobs and productivity are subjects of rising anxiety after BlueScope Steel last week
announced it would shed 1000 jobs due to the pressures of the strong Australian dollar.

Reserve Bank governor Glenn Stevens called last week for a review of industrial relations,
saying many business people felt that the government's reforms had reduced workforce flexibility.

That prompted ACTU President Ged Kearney to say the central bank chief was "captive
to the big end of town".

Greens industrial relations spokesman Adam Bandt called for the Reserve Bank board
to include union and community representatives, not just business leaders, to protect
full employment.

Australian Manufacturing Workers Union national secretary Dave Oliver said productivity
was the real issue.

"Not the Glenn Stevens Reserve Bank productivity by removing penalty rates of workers,
but real productivity at a macro level to investment in infrastructure, investment in
skills, investment in innovation, research and development, improved management capability
and access to finance," he told reporters in Canberra.

"Clearly Glenn Stevens hasn't been looking into the (steel) industry very often because
what he would have found is that since 2007 there hasn't been a single day lost in the
steel industry through industrial action, unlike during the period of Work Choices."

Australian Chamber of Commerce and Industry chief executive Peter Anderson said the
current IR system was "one size fits all" and needed and overhaul to boost productivity.

Queensland Liberal backbencher Steve Ciobo said Labor's Fair Work Act had choked labour
market flexibility.

"The re-regulation of the workforce is costing Aussie jobs.

"As far as I am concerned the 1000 lost jobs at BlueScope last week lie right at the
feet of Labor and the unions," he told The Australian.

"With the high Aussie dollar we need to be even more competitive than our trading partners."

But Workplace Relations Minister Chris Evans said it was "disgraceful" that Mr Ciobo
was blaming workers for the job losses.

"To suggest that BlueScope's redundancies were caused by the wages and conditions of
the BlueScope workers flies in the face of reality," Senator Evans said.

"We know that this has been caused by the high Australian dollar.

"This is about Work Choices, about returning to a system that says you should lower
the wages and conditions of Australian workers."

Australian Workers Union national secretary Paul Howes said productivity in the steel
industry was high and the workplace relations system was working.

"It is not the old narrative in terms of worker losing, worker winning, or boss losing
or boss winning," he said.

"It's about being clever, it's being innovative, it's about appropriate levels of managerial
experience in manufacturing to ensure we can innovate, can diversify and we can stay the
long term."

Qld: Opp says minister should have done more over child death

The Queensland opposition says it's extraordinary the health minister didn't do more
.. when he was alerted that a child may have died from a flu shot.

The minister .. PAUL LUCAS .. was asked about the case at a news conference on April
9 .. the same day the two-year-old girl died .. 12 hours after being given the flu vaccine.

Mr LUCAS said at the time .. he wasn't aware of the case.

But his spokeswoman says that despite the lack of detail .. including the child's name
.. the minister immediately asked Queensland Health to look into the case.

Since little ASHLEY EPAPARA's death .. and reports of adverse reactions to the flu
vaccine in scores of children in mostly Western Australia and Queensland .. flu shots
have been suspended in the under-fives.

The Opposition's BRUCE FLEGG has told ABC radio .. Mr LUCAS should have tried harder
to find the girl's family and to report the death to national authorities.

BRISBANE, Dec 13 AAP - Communities along West Australia's north have been put on alert
as the first cyclone of the season bears down on the Kimberley coast.

Category 1 storm, Cyclone Laurence, formed on Sunday and is currently hovering 275
kilometres west of Darwin.

The Bureau of Meteorology (BoM) said 250 millimetres fell in Darwin in the 24 hours
to 9am (CST), three millimetres more than the average for December.

The rain and a king tide flooded the city, with half a metre of water over western
suburbs including Ludmilla, Coconut Grove, The Gardens and The Wharf Precinct.

The storm also brought down trees and power lines.

Electricity was cut for about three hours across most of the city, from 2pm to 5pm.

Police Superintendent Bruce Porter told AAP Stuart Park, Parap, Larrakeyah, Marrara,
Humpty Doo and Herbert were without power.

The BoM said the cyclone was now travelling west and communities along West Australia's
Kimberley coast could be hit by winds up to 130 kilometres an hour on Monday.

A cyclone warning has been issued for Wyndham to Mitchell Plateau.

Further west, a cyclone watch has been issued for coastal communities to Cockatoo Island
near Broome.

Heavy rain is expected to cause localised flooding across the region on Monday.

In BoM's seasonal outlook issued in October, two cyclones were predicted to make landfall
in the region this season.

BRISBANE, Aug 4 AAP - A row over taxpayer-funded billboards has escalated into Queensland's
own doctored email scandal, with the leader of the opposition bowing to pressure to open
his inbox for forensic examination.

John-Paul Langbroek's office on Monday released emails to the media that he said showed
the Ministerial Services Branch (MSB) approved taxpayer funding for billboards featuring
his image and a message about "strong alternative government".

But in state parliament on Tuesday, Mr Langbroek admitted the emails had been "annotated"

with the words "(approved for Billboards)" added to the subject line in the reply to his
office.

The government says the billboards, estimated to be worth $90,000, do not qualify for
taxpayer funding. It argues that with the admission the emails were changed, this amounts
to misconduct.

Premier Anna Bligh said Mr Langbroek was the Godwin Grech of Queensland - referring
to the federal treasury official who has admitted writing the fake email at the centre
of the OzCar affair.

"The addition of these words go to the very heart of the public debate on this matter
... they are central to whether or not these billboards were given approval. They were
relied upon by the leader of the opposition to justify his vanity board campaign," Ms
Bligh told reporters.

"The people of Queensland are not only paying for these billboards, they are paying
for them on the basis of a doctored email - this is scandalous."

Ms Bligh challenged Mr Langbroek to open his office's email accounts for forensic examination,
which he agreed to.

"These are annotations that are made for filing purposes," Mr Langbroek told reporters.

"It's the chief of staff who's done that and that's fine. I'm happy to have any investigation
of this matter."

Mr Langbroek said he found out a change had been made to the emails on Monday evening
and stood by his chief of staff, Paul Cormack.

In the emails, Mr Cormack sends artwork to the MSB to be used in advertisements in
various media and asks whether it needs to be submitted to the branch each time it is
used, if it is not changed.

It does not mention billboards.

MSB executive director Mike Goodman advises Mr Cormack should seek approval for every
ad before committing to expenditure, to avoid problems.

Ms Bligh says it is not the MSB's role to approve Mr Langbroek's advertising expenditure
but rather his staff's job, after first checking the ads are within the guidelines.

Those guidelines state: "Advertisements must have a clear nexus to the alternative
government's policies, must not be party political in nature and must not be designed
in a manner that significantly promotes the leader personally."

It is not yet clear who will foot the bill for the billboards with Ms Bligh seeking
to ensure taxpayers do not pay.

BRISBANE, Feb 10 AAP - Queensland's Crime and Misconduct Commission (CMC) will oversee
an investigation into the death of a teenager run over by a car after he was arrested
by police.

Andrew Dornen, 16, was left lying on a busy road in Ipswich, west of Brisbane, on Saturday night.

He was rushed to hospital with massive head injuries but did not recover.

Police arrested the teenager after receiving reports of a man wielding a machete in
the suburb of Brassall at about 11pm (AEST) on Saturday.

He was reportedly unarmed when arrested by plainclothes police officers.

The dead youth voluntarily lay down on the road after being shown a taser, police said.

Police said their attempts to halt the approaching car were unsuccessful.

The initial investigation is being conducted by officers from the police ethical standards
command, who will prepare a report for the coroner.

A spokeswoman for the CMC said the organisation would oversee the internal police investigation
because the incident was a death in custody.

SYDNEY, April 30 AAP - The husband of a woman who died after falling from a cliff face
during a camping trip in Sydney's south has been named as a person of significant interest
at an inquest into her death.

Janet Anne Campbell, 49, died on March 24, 2005 during an Easter camping trip in the
Royal National Park with her husband of six months, Desmond Campbell.

According to Mr Campbell's version of events, his wife disappeared shortly after 7pm
after leaving their tent, which had been set up near a cliff face, counsel assisting the
coroner Patrick Saidi told Glebe Coroners Court.

"He heard what he described as an `ahhh' sound," Mr Saidi said.

Mr Campbell had then looked for his wife, eventually finding her 40 metres down the
cliff on the rocks at water level.

The inquest was told police immediately began viewing the death as suspicious.

Mr Campbell, a former Victorian drug squad detective, had in the months before their
marriage in September 2004 denied he was in a relationship with Janet, the inquest was
told.

He had told a work colleague she was a "fat, ugly, dumb bitch" who was stalking him,
Mr Saidi said.

Mr Campbell, who resigned from Victoria police in 1994, has since said that planting
evidence and bashing suspects were commonplace among drug squad officers.

The inquest before Deputy State Coroner Jacqueline Milledge is continuing.

MELBOURNE, Dec 31 AAP - Police in Victoria have vowed to lock up unruly New Year's Eve drunks.

Victoria Police Superintendent Mick Williams has warned that police vans are on standby
to escort drunks to lockups to sober up behind bars for four hours.

"If it appears their friends can look after them - and they're on the way home - that's
good, but quite often young people become obnoxious to deal with," Supt Williams told
The Sunday Herald Sun. "We don't want to waste time looking after them."

He added that sex crimes police will mingle with revellers and will act on complaints of abuse.

"Part of our planning for New Year's Eve is to ensure we have sex offence units on
duty because we quite often find there are reports," he said.

Meanwhile, drunken louts will be given on-the-spot 24-hour bans from entertainment
areas under tough new laws to take effect in Victoria later this year, and repeat offenders
will be hit with long-term bans.

"We will combat alcohol-related violence and disorder by introducing 24-hour bans for
individuals from licensed premises in designated areas and exclusion orders for repeat
offenders," a government spokesman said in a statement.

Police will be able to issue the 24-hour bans "on-the-spot".

Details of the operation of the new laws will be released soon, the paper said.

It's anticipated each ban will relate to a specific precinct - such as the Chapel St
area, the CBD's King St zone, Richmond, or Fitzroy.

The government spokesman said it's hoped the new laws will take effect before next
year's New Year celebrations.

Historic Downtown Dallas Post Office Gets Face-Lift.

Aug. 3--Downtown post offices are going the way of the Pony Express in some places, but not in Dallas.

Here, the historic, ornate U.S. Post Office and Federal Building on Ervay Street is getting a multimillion-dollar face-lift in preparation for a zippy return to use.

Although Dallas postal officials plan to sell the five-story, Italian Renaissance-style structure, most post office functions -- from the sale of stamps to the rental of post office boxes -- will still take place at the site. The 190,000-square-foot building, built in 1930, has been closed since last year for remodeling. The Postal Service, which owns the building, won't disclose the cost of the renovation.

The retail postal services were moved to a temporary site on Dragon Street.

"It's a very important building for Dallas, especially for downtown," said Dwayne Jones, executive director of Preservation Dallas. "Not only is it important from the architecture standpoint, it's an important anchor in terms of what happens in the downtown revitalization. Downtown postal services have always been an important part of the vitalization of downtowns."

Sam Bolen, a U.S. Postal Service spokesman, said that details for the re-emergence of the Ervay Street post office have not been finalized.

"We cannot afford not to have a location downtown," Mr. Bolen said. "We'll return to the same operation of what was there before."

Nearly 20 years ago, postal officials sought to demolish the building -- which they own -- and lease the property to a developer who planned a 45-story office tower. That plan, however, never came to fruition.

Closing a downtown post office, some people believe, has become a nationwide pattern by the Postal Service.

Kennedy Smith of the National Trust for Historic Preservation in Washington said that over the last two or three decades -- particularly in smaller communities -- downtown post offices have been closed in favor of suburban locations. She said Postal Service officials cite economic and customer-convenience factors as reasons for the moves. But Ms. Smith, who praised Dallas postal officials for their decision, said her organization has held numerous meetings with the Postal Service about the issue and continues its fight to preserve downtown sites where possible.

"We obviously feel it's very important to have a post office in downtown locations because it serves people and it's a great traffic generator," Ms. Smith said. "Another reason they're important is because a lot of downtowns have picked up economically. And one of the reasons for that is because a lot of downtown businesses have learned to use the Internet to attract business. And what they need to ship their product is easy access to a post office."

Several options exist for the Ervay Street building when it reopens in early to mid-2003.

Casey Shires, a real estate broker for CB Richard Ellis Inc., which is handling the sale for the Postal Service, said one of the proposals is to use the first floor for the post office and retail space, and convert the upper floors to loft apartments.

Another proposal, Mr. Shires said, calls for the building to become a "boutique hotel."

"This is probably the most historically significant building in the city of Dallas right now," Mr. Shires said. "There's so much window space there. I think it's kind of neat to be able to build something on top of a post office."

The building's design and history set it apart from the Postal Service's two other downtown locations.

Its exterior is graced with intricate murals depicting the evolution of the Postal Service from the Pony Express through the early 20th century. Inside, it has marble walls with carved, arched entryways on either end of the building. Above the entryway are two more murals depicting the city of Dallas as it was when the building was constructed.

The building once housed the courtroom of U.S. District Judge Sarah T. Hughes, who gave the oath of office to President Lyndon B. Johnson aboard Air Force One soon after the assassination of President John F. Kennedy. Inside her courtroom today, her heavy, steel nameplate -- believed to have once marked her parking space -- sits unceremoniously inside a mail cart among other construction debris.

Mr. Shires said that he has received several offers on the building -- there is no set price -- and expects to receive several more in the next few weeks.

Most of them, he said, are local investors with an interest in a vibrant downtown and a sense of nostalgia.

"They're people who believe in downtown, and they believe downtown is making a comeback," Mr. Shires said.

He said they know it's important to have that post office because it still carries the original Dallas ZIP code, 75201.

"But," Mr. Shires added, "the post office is real proud of that building, and we're not just going to sell it to the first person with an offer. It's going to someone who has a worthy proposal for that site, because there's so much history there."

How to search and harvest the medical literature: let the citations come to you, and how to proceed when they do.(HOW TO ... ARTICLE)(Reprint)

Harvesting the medical literature, in contrast to simple searching, is the ongoing process of keeping up with the virtual flood of information that comes our way. It involves setting aside a little time each day or each week to download, skim, classify and store articles, preferably electronicallo, for potential future use. For the individual clinician or researcher, the harvest targets can be idiosyncratic, but the common processes are the same, and a major challenge remains to separate the wheat from the chaff. Popular harvesting; tools are the automated delivery of electronic tables of contents (eTOCs) and automated delivery of carefully scripted search-engine-generated mini-lists of articles of interest. A bonus of having a bountiful harvest of stored articles is that it will make searching for answers a more pleasant task when you know you had collected This information earlier and had stored it in a way Shat is easily retrievable.

As discussed in a prior article (1), journals now almost universally publish materials online, often prior to print publication, and in almost all cases prior to when the printed journal arrives in one's physical mailbox. This presents a challenge and an opportunity. How does one keep up, and how can one winnow down the torrent into a trickle and still be up-to-date? The ultimate goal is to have the relevant articles find you rather than the other wag around.

Keeping up the traditional way--the 'search'

Using an online search website such as PubMed (http://pubmed.gov/), it is easy to locate the journal article entry and a link to the publisher's site. Many journal articles are available for free download for everyone. Clinicians with hospital or university affiliations can get broader access to more journal titles. Physicians in New York State in the US have free access, up on registration, to the New York State Library and its full text electronic journal holdings (http://www.nysl.nysed.ga v/).

This sounds convenient, but the major problem with this approach is that you have to have a question in mind to do the search. This approach does not help you when your goal is simply to keep up in a general sense, with topics that interest you and are critical to your day-to-day work. For clinicians and researchers, this means keeping up on new information about specific disease states and therapeutic modalities. Researchers may want to add topics such as different research methodologies or theoretical constructs.

A shotgun approach--eTOCs

Not too long ago medical librarians would spend part of their time making photocopies of tables of contents of relevant journals as they arrived in the mail. These would then get distributed to the members of the staff who made arrangements to receive these sheets and they would then circle the titles of the articles they wanted to obtain copies of. The clinician without access to such a service would be restricted to have only those journals he or she has subscribed to, or is receiving as a member benefit from their professional association. Some of these journals entered into reciprocity agreements where they would publish each other's tables of contents, so that readers would have some idea of what else was available.

In today's internet world, anyone can now subscribe, for free, for delivery of eTOCs. All of the major publishers and some of the smaller ones as well enable users to register for a free personal account on their websites. Once you have an account, you will be able to sign up for eTOCs. Often, you can sign up for individual journal alerts from a journal's home page. Alternatively, many publishers provide a place on their website where users can manage all of their alerts. Look for a tab or link labelled 'Alerts' or 'E-Alerts'.

As a result of consolidation in the scholarly publishing industry in recent years, a large proportion of medical journals are now published by a handful of the largest publishers (Elsevier, LWW, Springer, Wiley-Blackwell) (see Table 1). Each of these offers an eTOC service on its website. If you locate a favourite journal's home page via an internet search, you can often quickly determine whether an alerting option is available.

Another good source of eTOCs is HighWire Press, an online publishing platform which currently hosts 1,245 journals from over 140 scholarly publishers. From the HighWire home page, you can easily browse the journals by topic or by title, and alerts can easily be managed by selecting the Alerts tab.

Note that in addition to email alerts, some content providers also offer an alerting option known as Really Simple Syndication or RSS. RSS is a notification system that alerts you to new web content. These alerts come in the form of RSS 'feeds', and your computer must have an RSS feed reader for you to view the updates. A feed reader can easily be installed, if necessary. Recent versions of Microsoft's email application, Outlook, have a built-in RSS reader, which makes the process very simple. If you use this reader, then the feeds can be treated as email messages. If a publisher or other web provider offers both kinds of alerts, it is just a matter a preference which you choose. You can try out an RSS feed to see how you like it, and then switch to email instead if you prefer. The email/RSS alternative also applies to other kinds of alerts mentioned below.

Intelligent harvesting--the automated targeted search

There is now a way for relevant articles to find the interested reader, rather than the reader searching for the relevant articles. Free online services can be used to formulate a general question and set up an automated search. The subscriber would then receive on a periodic basis in their email inbox a list of relevant articles that matched their specifications. These specifications can be further refined, and the number of new articles can be reduced to a more manageable amount. Abstracts are usually available free by a click of the mouse, and for many, access to the full text is also free. There are many options for setting up this kind of topical alerting. Just a few examples will be discussed here.

One powerful resource to consider is My NCBI--NCBI stands for National Center for Biotechnology Information--which enables you to customise a personal profile so you can best take advantage of PubMed (and other NCBI databases). A link to My NCBI can be found in the left margin of the PubMed front page. With a My NCBI account, you can store keyword searches which will be run against PubMed on a regular basis. Whenever there are new results that match your search specifications, they will be emailed to you automatically. My NCBI also allows you to store and manage bibliographies and other collections of PubMed citations.

Some information service providers have set up an array of subject categories from which you can choose. Once you register with the service, and then select the topic(s) you are interested in, the alerts are automatically sent to you on a regular basis. A good example of this type of service is Amedeo, which also allows you to select which journals will be used to generate your alert results. The Amedeo website is provided by Flying Publisher, which also collects free medical resources at http://www.freemedicaljournals. com/ and at http://www.freebooks4doctors.com/.

BioMed Central is a publisher of online journals, many of which are 'open access', or freely available to anyone. If you register with the BioMed Central website, it offers several ways to harvest publications that might be of interest to you. First, you can sign up to be alerted when new articles are published in a particular journal. Second, you can specify one or more areas of interest in medicine and science, and receive topical alerts based on your specifications. Finally, you can store keyword searches which will generate alerts when new matches are found.

Commercial database vendors, such as Ovid and EBSCO, can also be a good harvesting source. If you are affiliated with a hospital or academic institution, you may be able to access a variety of research databases. In general, these systems enable you to create a personal account where you can store customised search strategies. These can be as broad or as specific as you want them to be, and you can usually configure the automatic alerts in a variety of ways.

Elsevier is a commercial publisher, but free registration on its ScienceDirect content platform enables anyone to sign up for targeted alerts in a wide range of subjects. As the categories are ready-made, you simply add a Topic Alert to your profile to begin receiving email (or RSS) updates. You can easily manage all of your selections (including subject alerts, new issue alerts and customised search alerts) under the Alerts tab on the ScienceDirect site. The sheer number of journals published by Elsevier makes this a rich source of new content. Free access is provided to article abstracts, when available, but you will normally need a license (i.e. online subscription) to view the full text.

This brings us to the general question of how to obtain the full text of articles that you want to read. Here are several possibilities to consider. (i) First, check whether the article is freely available online. Some journals are entirely open access, and some make selected articles open access. Also, authors sometimes post the manuscript version of their articles on their institutional or personal website. By entering a segment of an article title in quotation marks ("like this") into Google, you can often quickly determine whether an article can be freely downloaded. (ii) When you cannot obtain a digital copy yourself, you may be able to take advantage of your institutional affiliation and request a copy from a hospital or university medical library. If you are eligible for this service, a librarian should be able to supply requested articles without much delay. Some articles may be available using in-house library resources, while others may be obtained through inter-library exchange. (iii) If you do not have access to a medical library, another option is to contact the corresponding author and request a copy. Success will depend on the responsiveness of the author, but a simple email message often leads to a fast and gratifying result. (iv) When all else fails, you may have the option of purchasing a digital copy of the desired article, either from the publisher or from another vendor. Typically, individual articles are priced in the $10-$25 range, but sometimes they are more expensive than that.

Separating the wheat from the chaff

A major challenge that remains is determining what is worth reading beyond the abstract and what is worth saving. On a cautionary note, restricting the choice of journals to what you consider as most worthy works only moderately well, as gems can be found in the most unlikely of places, and publication in a first-tier journal is not always a hallmark of quality (5).

Here is a bit of advice to authors: readers look at titles first. If the title does not contain the relevant words or is otherwise not very enticing, that article is often initially passed over. No abstract can redeem a poorly-crafted title if the reader never clicks on the 'read abstract' button.

The next hurdle is the inspection of the abstract. This usually determines whether a report is harvested or not. However, there are also commentaries available that can vet a paper. We do not have a reader rating system (yet) such as seen on amazon.com, but there are websites that purport to list and summarise the top papers of the past month or year. They also make email services available that let you know when a new list is available. One free example is Evidence Updates from the BMJ Group, which will send you personalised alerts based on your settings. All citations are highly rated for quality and clinical relevance. The BMJ Evidence Centre also offers a searchable database of archived information.

On the commercial side, there are several well-known providers that screen a variety of literature and present you with a filtered selection. One is Journal Watch, which is published by the Massachusetts Medical Society (publisher of the New England Journal of Medicine). Journal Watch does offer a variety of free email alerts--a daily, general one and a range of specialty ones (weekly) and topical ones (monthly). However, a subscription fee is charged for full access to the website and more extensive alerting options.

Some current awareness resources are published as newsletters. Good examples of this type of newsletter are The Medical Letter (biweekly) and also Treatment Guidelines from The Medical Letter (monthly). Specialty area newsletters are also available. An example for psychiatry is Psychopharm Review (formerly International Drug Therapy Newsletter). M.J. Powers & Co. publishes several newsletters on drug efficacy and safety. Many newsletters began as print-only publications, but now most can also be downloaded.

The evidence based medicine umbrella provides another option for finding prescreened literature that may be of interest. Journals such as Evidence Based Medicine and Evidence Based Mental Health (both published by BMJ) survey a range of research, and present clinically relevant highlights along with expert commentary.

Another commercial resource designed to guide users to the best publications from the vast body of literature is called Faculty of 1000 Medicine. This service makes use of a large group of experts (clinicians and researchers), who select, rate and evaluate the articles they deem to be the most important. These articles are then included in the searchable and browseable online database.

With all of the information that is now freely available online, you may be reluctant to pay for this kind of service. However, keep in mind that the kinds of filtering and organising functions provided by these services can save you a substantial amount of time and effort. Another consideration is that some of these information providers make it possible to obtain Continuing Medical Education (CME) credits in conjunction with their products. If you are affiliated with an institution that provides medical library resources, then you may be able to access one or more of these pay services through an institutional license.

Becoming a rater of articles has some perks. The McMaster Online Rating of Evidence (MORE) programme will send the rater articles that have passed certain criteria for scientific merit, arrange for CME credit and provide the highest rated articles to all raters in a given discipline. MORE's principal objective is to 'supply clinicians with a finite, very manageable stream of high-quality, highly relevant medical literature, replacing the 'infinite', unmanageable flood of articles that are of lower quality and relevance for clinical care.'

New 'workflow' tools

A number of new tools enable you to 'bookmark' and share links to journal papers and other information as soon as you find it. These tools allow bookmarking while you are reading, in one click, with minimal interruption. They incorporate 'social networking'-type functions, so you can share bookmarks with colleagues. This means you can also use your colleagues' bookmarks as a new route to more information. These tools also allow you to 'tag' your bookmarks with keywords both for easy retrieval, and so you can create keyword-themed clusters of information.

CiteULike and Connotea offer similar, straightforward online bookmarking and link-sharing tools, with no software to download. Both encourage you to follow a simple process to add a button to your toolbar for one-click bookmarking. A third tool, Mendeley, takes a different approach. Mendeley encourages you to install a free software download that can, if you direct it to, automatically index your existing archive of articles and information. You will have to add your own 'tags' to each article, and the automated indexing works better for journal articles than it does for other types of information. Mendeley can then synchronise your index with your Mendeley account online (that you will have created to download the Mendeley software), and this account gives you online bookmarking and link-sharing similar to that provided by CiteULike and Connotea, but that already incorporates your existing archive.

Some journals incorporate bookmarking with CiteULike, Connotea, Mendeley and other tools (such as Digg, del.icio.us, Facebook and more) into their journal articles online, as do newpapers and other sources of online information, usually with a series of 'Share this Article' or 'Share' buttons. So if you make discovering an article and bookmarking it routine and second nature, harvesting that information for future retrieval can become a simple, efficient part of your everyday reading.

What to do with your harvest

Storage and retrieval has been discussed elsewhere (1), but certain essential components are worth repeating. When downloading a journal article, specify a descriptive name so that it will be easier to retrieve later. One possible naming convention is to name the file by title, first author, journal and year. For example, this article would be named 'HowToHarvestLiterature CITROME IJCP2009'. An alternative would be to use 'key words' instead of the title, such as 'SearchHarvestMedicalLiterature CITROME IJCP2009'. It would be placed in a file folder possibly named 'HowToSeriesIJCP'. Whatever naming scheme you use, it is important to be consistent and take care to spell correctly to allow accurate retrieval later. Adding spaces between words and using upper or lower case is optional, but may make it easier when reviewing lists of PDF file names.

Backing up the information on a hard drive is essential, and software that exists today makes incremental back-ups quick and easy. The key concept here is 'synchronizing' the contents of your file folders across different computers and/or external hard drives. Free programs exist such as 'SyncToy' from Microsoft (available at http://www.microsoft.com/downloads/).

Unfortunately, even the best naming scheme for your PDF files and file folders will be less than adequate once you have stored a few hundred files. There are free programs available such as 'Google Desktop' (http://desktop.google.com/) and 'Copernic Desktop Search' (http://www.copernic.com/) that can index the entire contents of your hard drive. The latter program can search within PDF files (as well as inside Word documents, PowerPoint presentations, Excel spreadsheets, and importantly, emails and their attachments), so that if you do not remember all the details of the file you are seeking, you can still find it by entering into the search program some of the words, dates, or names that you think the file may contain. The search program then provides a list of possible files, sorted anyway you specify, such as by date, name or type of file format. A 'preview' is also shown so that you do not have to open the file directly when you are searching.

Summary

Harvesting the medical literature is made easier with the advent of the internet and email (see Figure 1). Having the relevant articles find the reader is now possible. This is an ever-evolving area and the examples provided are only samples of what is available. You can leverage the capabilities of automated notification of articles of interest, so that with a modest investment of time you can keep up with the medical literature that is relevant to you and your practice.

ATCO Building Second Construction Village On Curtis Island.

ATCO Structures & Logistics (ATCO) has begun construction of a second 1,700-person construction camp, along with temporary site offices , on Curtis Island, Queensland, for the Gladstone Liquefied Natural Gas (GLNG) project. This win follows the announcement earlier this month that ATCO had begun building a construction village for the Queensland Curtis LNG Project.

The GLNG Project is a joint venture of Santos, PETRONAS, Total and Kogas. The construction village for the GLNG project will provide workforce housing and recreational amenities for the workers constructing the GLNG processing plant on Curtis Island. The contract for the construction village was awarded to ATCO by Bechtel, the prime EPC contractor working for GLNG joint venture to design and build the project.

Where is the Customer? Reducing Customers to an afterthought in the product process.

India, July 12 -- The long and detailed presentations were going well. The young CEO was passionately outlining the company's plans to the board. The rest of the management team was also present and there were several interjections and contributions by them on their functional areas and areas of expertise: Process improvements, employee training and retention, product design, engineering, customer support were earnestly discussed. Terms like efficiency, productivity and growth rates were thrown around.

Everything seemed to be going as well as possible till someone asked

"All this is fine, but where's the customer in all of this?"

None of the presentations talked of how the customer would be better served by the elaborate discussions on processes and systems.

All too often, companies become obsessed with themselves and become inward looking. Are the planned processes, systems and procedures going to help deliver faster, cheaper, better service and products to customers or are they designed only to help the company manage its internal issues? Does the engineering team just build "cool" and technologically advanced products or do they build less advanced products with features that customers actually care about, value and use? Is the customer service team organized to deliver the best customer service or is it organized keeping the company's structure and people (& internal politics?!) in mind? Customers don't buy technology, they buy solutions [Read: What do you sell? Holes or Drills?]

They don't care about the company's customer service promises or policies, they want the best (and cheapest) experience when they email or call the company with a problem. Is the company seeing the world from a customer's view point and then devising solutions to deal with real pain points? Such "moments of truth" are what determine the company's customer centricity.

A fast food company devised an elaborate supply chain and delivery system in order to prepare and deliver food to its customers in the shortest possible time. They also invested in a state of the art customer interaction system that ensured that customers were kept waiting for a minimum period and that repeat customers were recognized by personalized greetings and offers. Yet the company struggled to gain customers. Because all their elaborate planning didn't take into account that the taste of the food was what mattered the most and therefore had to really appeal to customers. Customers weren't willing to trade food quality of food for quicker delivery and swifter customer service. Therefore, understanding what customers value and how much of it they value is crucial.

So where does a company go to find out and understand what customers really want? Fortunately, in today's day and age, it is a lot easier what with various social media and tools available. While observing implicit and explicit behaviors on the internet is invaluable, it is important that everyone in the company meet customers and partners. Does the company have a system that forces everyone, especially those at the top, to travel and interact with customers?

Is there a system for customer opinions and feedback to be collected, collated, analyzed and acted upon? Sales people are usually in the forefront of customer interaction and their experiences and learnings can be very useful. Does the company, therefore, have a system for interacting with sales people and understanding what customers are really saying about its products and services? Does the company have a way to observe how users buy, interact with and use its products and services?

This observation can be very useful to the company in designing products and services. Does, for example, the company have a "customer voices" channel (web, phone, email) to allow customers to suggest new features and improvements to the company's existing offerings? A startup I know well has recently started this channel in order to "listen and learn" from its customers.

As can be seen, while it is easy to make grand proclamations of being a customer-centric organization, it is all too easy to reduce the customer to an after-thought, if not totally ignore him/her, by excessively focusing inwards. In this regard, it is useful to remember this saying by Mohandas Karamchand Gandhi:

A customer is the most important visitor on our premises, he is not dependent on us. We are dependent on him. He is not an interruption in our work. He is the purpose of it. He is not an outsider in our business. He is part of it. We are not doing him a favor by serving him. He is doing us a favor by giving us an opportunity to do so.

Free Internet Speed Upgrades for SureWest Customers.

As Internet users continue to increase their need for speed, leading independent communications holding company SureWest Communications (NASDAQ:SURW) maintains its commitment to meeting that demand. Today, the nation's first company to deliver a symmetrical two-way Internet speed at a blazing fast 50 Megabits per second (Mbps) announced it will boost connection speeds for fiber-to-the-home customers in its greater Sacramento market. This upgrade will happen automatically on June 30 with no extra cost or action required by the customer (see also SureWest Communications).

These unique symmetrical speeds, meaning Internet speeds downstream are the same as those upstream, are only available on SureWest's superior fiber-optic network and can reach up to 50 Mbps for both uploading and downloading. Customers can use these new super-fast speeds for enhanced online gaming and faster uploading and downloading of multimedia such as music, photos and videos.

For example, in SureWest's serviceable footprint, the average Internet upload speed of other service providers is 2 Mbps. To upload an average 2-hour movie at a video file size of 500 MB, SureWest's most popular Internet speed of 15 Mbps would take roughly 4.5 minutes compared to 33 minutes at 2 Mbps. SureWest's 25 Mbps speed would take 2.7 minutes and its 50 Mbps would take 1.3 minutes.
